President Cyril Ramaphosa has announced a four-point plan aimed at addressing illegal migration, strengthening border security and improving the management of immigration in South Africa.
Addressing the nation on Sunday evening, Ramaphosa acknowledged growing concerns among South Africans about illegal immigration, unemployment, pressure on public services and crime.

“South Africa has a right to implement policies and measures that prevent irregular migration,” the President said.
He said government recognises shortcomings in the country’s immigration system and is taking decisive action to address them.
The President stressed that government’s goal is clear.
“We want every person who enters South Africa to do so lawfully,” he said.
Ramaphosa also addressed concerns raised by communities about the growing number of foreign nationals operating informal businesses.
“Many communities have expressed anger about the number of foreign nationals running spaza shops, trading stores and other informal outlets,” he said.
“Government has a responsibility to support local enterprise, promote fair competition and create conditions in which South Africans can participate meaningfully in the economy.”
At the same time, the President warned against violence and vigilantism.
“As a country, we need to work together, in accordance with our Constitution, our laws and our international obligations – to tackle illegal immigration,” he said.
“However, we must do so without resorting to violence, intimidation, victimisation or xenophobia.”
GOVERNMENT’S FOUR-POINT PLAN:
Ramaphosa said government will focus on four key areas to tackle illegal migration and strengthen immigration management.
Swipe through the infographic below to see the key measures government plans to implement.

1. Crack Down on Violations
Government will intensify efforts to identify and deport undocumented foreign nationals. Dedicated immigration courts will be established to speed up deportation processes, while inspections of businesses employing undocumented workers will be increased.
Government also plans to recruit 10,000 additional labour inspectors and introduce tougher penalties for employers who violate immigration laws.
2. Prevent Irregular Entry into South Africa
Government will strengthen border security through increased investment in technology, infrastructure and personnel.
Refugee reception centres will gradually be relocated closer to border posts to improve the processing of asylum applications and strengthen border management.
3. Stamp Out Corruption in the Immigration System
The President said corruption remains one of the biggest enablers of illegal immigration.
Government will continue investigating and prosecuting officials involved in corruption while introducing biometric identification systems and a Digital ID to improve security and accountability.
4. Strengthen Immigration Laws and Policies
Government intends closing legal loopholes that are exploited by undocumented migrants.
Plans include labour migration reforms, employment quotas for foreign nationals in certain sectors, and improved regulation of informal businesses. Government will also provide support to South African-owned small businesses through programmes such as the Spaza Shop Fund.
While outlining the plan, Ramaphosa emphasized that South Africa remains committed to protecting human rights and upholding its constitutional values.
“We can protect our borders while protecting human dignity. We can enforce our laws while upholding our Constitution,” he said.
The President concluded by calling for unity and respect for the rule of law, saying the country can address illegal migration without resorting to hatred, violence or xenophobia.
